What is required for a smog waiver due to financial hardship in the state of Calif?

The car is a 1981 Cadillac and has just failed the smog test in Calif. The owner is an 89 year old widow on a fixed income. She has asked for my help and I do not have any answers to her problem.

1. I think the car owner is supposed to ask the tech who does the smog check, and they should have the paperwork right there to fill out and get approved. I'm not sure, but I remember reading that somewhere.
2. Call the DMV. I am sure there is something out there for her. Sorry I wish I was more help
