What was that old kids cartoon where this little flying blue guy blows all the smog out of a city?

Ok so I'm looking everywhere trying to find more info on this old (possibly Japanese?) cartoon. I can only remember so much about it but I think there's a little boy that flies around in an equally little airplane (I think it's red) and a blue thing (not human) with a cape that flies into this city and blows away all the smog. Anyone have any idea?? Thanks!

1. ummm the smog thing would make me think of captain planet nd he was blue but i dont think he flew in a ariplane

3. i think you might be talking about darkwing duck because he is bluish and i he had a bluish pruplish duck shpaed air plane. hope this helps
