How does California's energy standards compare to other nations?

whats different between California and other nations? What are California's standards? Please help i heard about this on the news and would love to learn more! your time is greatly appreciated!

1. lets just say california has the highest standards in the US which are still lower than all of western europe
2. CA followed its standards and now CA standard of living is approaching Europe, which is way below the rest of the US.
